If someone steals money from bank and make mosque of it, will he be rewarded for making mosque or punished for stealing?
I believe its the intention of the act on which judgement can will be made. The production of fake letter may have taken over someone else opportunity who has real experience.

If Allah has written for you some amount of income/money. It will be yours anyway. Either you received it in a halal way or haram

Allah is the greatest , that's usually a 1 time sin so he should seek forgiveness eight away for that initial act, Allah knows best.

What about the person who deserved that job but didn't get the job because this fraudster faked the letter. The suffering and destitute that he faces because of not getting the job, the medicine he can't buy for his sick patent….
This guy will be responsible for each bit of that suffering
